This is Katy (Masamune Date (SB), Rin Okumura) bringing in another swordsman. Hajime Saitou, from Hakuouki: Shinsengumi Kitan! He's a quiet, shy guy who's extremely loyal to the Shinsengumi and has extreme way-too-serious issues. Do not try and steal his food.
Anyways, he's a short 23 year old (but not as short as Heisuke!!!!!!!!!!!!!) who dresses in all black. He's pretty gloomy this way. But fear not!! Under that creepy, taciturn exterior is a really nice guy.
